(Trinidad and Tobago has taken a pass, thanks, for fear it would gut their market.) Chavez wants to give oil away at preferred prices to his neighbors, which makes sense; the only thing a socialist really knows how to do well is buy votes, whether that's from inside or outside the country. I have to wonder what the limits of his generosity really are.
